Summary: This researches analyzes the occurrence of collective actions in the cluster of confections industry in Vila Velha, Espírito Santo. To that end, we identified the relationship between the level of trust among the small entrepreneurs, participation in associations of common interests and the emergence of collective actions. In seeking to respond to the research objectives, quantitative data were collected from the application of an adaptation of the Integrated Questionnaire to Measure Social Capital (SC-IQ) developed by the World Bank. From the data, indicators of trust, participation and collective actions were created. The indicators were analyzed in accordance with the theories of collective action, social capital, trust and participation. Given these results, we identified the existence of limitations to the strengthening of social capital in the cluster of confections industry. The analysis of the indicators pointed to the existence of a fragility in the trust between small entrepreneurs and in the local state and federal institutions, besides a restricted participation in public affairs. Another important insight has shown that the trust factor does not significantly influence the promotion of collective action.
